Along with the above small look into Government funding in an ideal society I recommend the following article by Craig Biddle. It is from The Objective Standard and presents a much more detailed look at this. Including why it would moral to be a free rider if you truly cannot afford to pay for the Government and still have all of their rights protected without payments. Specifically; the Government does not need more than it needs to run the said functions. So, not everyone needs to pay as long as enough is raised to functionally run the Government cops, justice system and military.
