We have rights, but, we also have responsibility which is why it is just to base legislation and justice on God's Law. As God is the Sovereign and not the individual. All ideas of rights needs to recognize the reposnsibility to God and our neighbors. For example; the idea of capital punishment for murderers and molesters/rapists is fought against with, "mah rights."
Assuming that rights are so absolute that even a vile murderer or rapists have natural rights to live if they committed such crimes. When rights are things that are stewarded from God and God makes the rules in which ones rights exist. Or that any policing of society even if God says it still is to exist under the New Covenant is anti an individuals rights. When God's Abiding Law Code as expressed still within this covenant gives the magistrates the rights to make legislation based on that code. Peoples rights exist within that framework and their responsibility.
This does not mean it has to be done in a top down way or a centralized way. However, it does mean that it is a false decotohomy to set one's rights against the Sovereign Rule of God.
